This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. It is a high complex (1b) medical facility serving a large catchment area throughout Northern California encompassing 40,000 square miles - care, employees and resources are geographically dispersed. The Mental Health Product Line (MHPL) comprises over 260 interdisciplinary MH employees organized in 8 clinical program lines, training programs and collaborations with other services/programs. All programs support patient-centered, team-based approach, efficient and integrated clinical service delivery, training, and program evaluation. Within the MHP, L the Assistant Chief for Mental Health (ACMH) positions are located in Sacramento (one position) and Martinez (one position). Each ACMH works with the Associate Chief of Staff for Mental Health (ACOS/MH) to review, plan and coordinate the delivery of MH services across the sites to achieve the VA NCHCS mission. As the ACMH, the incumbent actively assists the ACOS in planning for and monitoring all clinical operations within the MHPL, including but not limited to establishing practices to meet National, VISN, and facility level performance measures, preparing business plans, and reviewing short- and long-range goals, etc. This position has substantial demands for workload analyses, translation of performance measures to clinical operations, and personnel management and supervision, which all require advanced leadership abilities. The incumbent is responsible for representing the ACOS during her/his absences and is expected to function independently to achieve objectives defined by the ACOS/MH. The incumbent will provide supervision, administrative oversight and support to an average of 3-5 of the following programs: Acute care Services (inpatient psychiatric unit, consultation); Addiction Recovery Treatment Services (ARTS), General Mental Health (GMH) Program which includes Access, Military Sexual Trauma, and Clinical Consultation Liaison in the CREC; Neuropsychology and Neurocognitive Rehabilitation Services {NNRS); Suicide Prevention {SP); Post-Traumatic Stress Disorder (PTSD) Program, Integrated Care Program (IC} which includes Primary Care Mental Health Integration (PCMHI), Behavioral Medicine (BMEO)and Home-Based Primary care {HBPC); and Psychosocial Rehabilitation Services (PRS) which incudes Intensive Community Mental Health Recovery Services (ICMHRS), Compensated Work Therapy (CWT), Psychosocial Rehabilitation and Recovery Center (PRRC); and MH Training Programs. This includes review and overseeing establishment of practices to meet national, VISN, and facility identified performance measures and directives assuring that services are in line with the Uniform Mental Health Services Handbook, VA DoD Clinical Practice Guidelines, and best practices in serving the Veteran population; and, oversee specific service initiatives, committees, planning and implementation efforts across the MHPL as assigned by the ACOS/MH.
