The Eastern Kansas Health Care System is seeking to fill a full time Deputy Chief of Staff at our Leavenworth, KS campus. The Deputy COS (DCOS) will provide administrative, programmatic, and clinical leadership oversight for the Dwight D. Eisenhower VA Medical Center (Leavenworth) as well as the Colmery O'Neil VA Medical Center (Topeka) including departments: Acute Inpatient Medicine, Emergency Department, Pathology and Laboratory, Surgery and Dental Services. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience: Board Eligible/Certified Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Must be able to physically and mentally perform the duties of Physician, under normal and emergent conditions. Moderate lifting 15-44 lbs and over with assistive devices, heavy carrying of 15-44 lbs and over with assistive devices; reaching above shoulder; use of fingers, both hands required, walking or standing up to 4 hours per day; repeated bending up to 1-2 hours per day; ability for rapid mental and muscular coordination; near vision correctable; hearing aid permitted. ["The DCOS as an extension of the executive leadership team , participates in top-level decision and policy design that affects the needs of the medical center through collaboration with other members of the medical center administration, service chiefs, and interdepartmental supervisors. The DCOS directs the clinical, medical, and surgical programs. The DCOS reports to the COS and serves as a key clinical resource for the Medical Center Director and other members of the administration. The DCOS is responsible for leading a team of multidisciplinary physicians and proceduralist in providing optimal health and wellness for our Veteran population through the ongoing pursuit of service excellence, collaboration, and compassion. The incumbent will provide strategic development and implementation, and exceptional academic, operational, and clinical excellence in delivering high quality medical care and treatment for our patients. MEDICAL STAFF FUNCTIONS:\nDemonstrating effective oversight and management of the following: Assist in coordinating clinical and support program development to meet those needs including advising the Chief of Staff and Director about the adequacy and appropriateness of the organization's scope of services, and its professional and support staff. ADMINISTRATIVE FUNCTIONS:\n1. Demonstrates ability to represent the Chief of Staff in all aspects of administrative leadership, including, but not limited to: Serve as a member of key health care system managerial bodies including serving as a member of the organized medical staff, attending its meetings, and helping to ensure adherence to its bylaws and rules and regulations, working with other health care professional to establish policies so that all health care professionals practice within the scope of their licenses, and participating in in-service training programs. The incumbent will serve as COS Office liaison to the quality management program through active participation as a member of performance measure meetings.\n2. Demonstrates the ability to supervise a staff of employees to accomplish the work of the organization. This involves work assignments and review; as well as the administrative and personnel management functions relative to the staff supervised - e.g. leave administration, labor management requirements, adverse, disciplinary actions, proficiencies, etc.\n3. Demonstrates the ability to coordinate and integrate programs into a comprehensive package of services to meet the needs of veterans by participating in establishing policies, procedures, and guidelines to ensure adequate, comprehensive services.\n4. Responsible for actively participating as a member of the Health Care Delivery Council and is responsible for the performance measures assigned to the DCOS.\n5. Demonstrates ability to provide assistance on top management administrative matters affecting patient care, education, research and organizational policy.\n6. Demonstrates ability to contribute to the strategic mission, vision, values and goals of the VA Eastern Kansas.\n7. Will participate in local, VISN and national level committees as assigned by Chief of Staff. PROGRAM DEVELOPMENT:\n1. Demonstrates the ability to evaluate and recommend evidence-based best practices and programs of provision of clinical education.\n2. Demonstrates ability to benchmark the VA Eastern Kansas outcomes against national standards of excellence.\n3. Demonstrates the ability to develop and monitor quality improvement measures for process improvement for the medical canter to be in compliance with Joint Commission, CAP, and other regulatory requirements and standards. LEADERSHIP DUTIES:\n1. The incumbent demonstrates the ability to represent VA Eastern Kansas in VISN wide clinical service coordination.\n2. Demonstrates ability to represent VA Eastern Kansas in national VA forums regarding clinical service provision, research, and education.\n3. Establishes relationships with professional and/or other health related groups within the community.\n4. Demonstrates effective communication skills - e.g. effective verbal, written communications, tact, diplomacy as well as directives.\n5. Functions as a key member of the senior leadership team, actively participating in the development of overall management objectives and philosophies necessary to the attainment of optimum efficiency in providing health care to our Veteran population.\n6.
