San Mateo County Health is seeking a well-qualified individual for the position of Management Analyst - Health Policy and Planning to join the Health Policy and Planning (HPP) team, a program within the Public Health, Policy and Planning Division. The Management Analyst will be an integral part of the Health Policy and Planning team's Get Healthy San Mateo County initiative and will have expertise in advancing health equity through policy and system changes. This position requires a motivated individual with strong critical thinking, administrative, program management, supervisorial, data and policy analysis, community engagement, meeting facilitation, oral and written communication skills as well as political astuteness. The current vacancy is in the Public Health, Policy & Planning Division located in South San Francisco, CA, but will travel/drive throughout the County to conduct community engagement and facilitate meetings, etc. Currently staff in this unit primarily work remotely.
The Health Policy and Planning program leads County Health’s work to advance health and equity by using primary prevention and place-based strategies to create the conditions that enable all County of San Mateo residents to live healthy lives. The team of 15 staff uses its expertise in policy, planning, research, communications, and advocacy to achieve these goals. HPP is focused on the following areas:
- Fostering Healthy Places with transportation options, stable and resilient housing, good jobs, and sustainable food systems.
- Nurturing Healthy Kids and Youth by advancing a healthy school community, restorative justice practices, strong wellness policies and healthy school meals.
- Strengthening Community Healing through increased social connections, civic empowerment, advancing racial equity, and robust economic opportunities for all.
HPP values racial equity, partnership, accountability, and participation of those most impacted by decisions in policy and planning processes.
The Management Analyst will work as part of the HPP team and will report to the HPP Manager. This position will be integral in building a cohesive HPP team and filling key position vacancies. Key responsibilities include advancing health equity by: advancing policy and systems strategies for fostering racial and health equity in the built environment by engaging in local policy and planning processes; identifying and shepherding research projects, analyzing and presenting community planning data; identifying and completing analysis to support policy change that supports the Get Healthy San Mateo County focus areas and supporting partnerships with community-based organizations, advocates, public agencies, and city staff; drafting and monitoring scope of works and budgets for contracts with local partners; facilitating and sustaining partnerships with multiple stakeholders; designing and implementing popular education curriculum and trainings; developing action plans and reports; analyzing and developing policy recommendations at the local and organizational level; and supervising or working with a variety of professional, clerical, or intern staff.
The Management Analyst will lead a team to design and help implement policies and strategies to ensure that all County of San Mateo residents and workers have opportunities to share and advance their needs and aspirations related to healthy, equitable communities.
The ideal candidate has:
- Understanding of the dynamics of under-resourced communities and the community-level determinants of health.
- Experience working with diverse staff and low-income communities of color to address priority health issues.
- Experience with public policy development and legislative processes.
- Experience using publicity and media practices related to dissemination of initiative results and development of health education and equity campaigns.
- Ability to obtain and maintain community and agency collaboration for health planning efforts.
- Excellent written and oral communication skills, with the ability to use data visualization, graphic, and social media tools.
- Experience in conducting research: literature reviews, focus groups, survey development, conducting interviews, and drafting research proposals.
- Experienced with analyzing and presenting data in ways that are easily understandable for a diverse array of audiences.
- Familiarity with quantitative and qualitative research, community-based participatory research, and trauma-informed research methods.
- Experience as a supervisor, coach, and leader with a track record of supporting programs and staff and motivating teams with humility to achieve equitable goals and objectives.
- Experience cultivating community partnerships to advance health equity and reach equitable and mutual long-term goals.
- Experience developing solicitations for services; developing, implementing, and monitoring contracts; as well as grant administration.
- Experience working with elected and appointed officials, high-level organizational leaders and community-based leaders, and is politically astute.
- The ability to manage multiple tasks and competing deadlines.
- The ability to work independently toward optimal work outcomes.
