The Senior Director of Healthcare Project Management is responsible to the Associate Vice Chancellor (AVC) for all design and construction matters relating to the physical development of all UCSD healthcare/medical properties. This effort includes but is not limited to conceptual planning, design, construction, administration, project management, and fiscal management. Overall responsibilities also include work required to ensure compliance of campus facilities with codes and other governmental requirements for public health and safety.
Serve as a member of Department Leadership team. Provide consultation on professional design and construction management practices and opportunities to the department, the campus, and the University of California system. This position is directly responsible for the coordination and communication with senior management and the development and implementation of departmental policy, procedures and processes related to project management.
This position will implement, oversee and provide guidance of web-based capital program management and construction project management software.
This position serves as representative to the Office of the President on campus design and construction matters at UCSD as well as the University representative to outside agencies, i.e. Department of State Architect (DSA), Department of Health Care Access and Information (formerly known as Office of Statewide Health Planning & Development (OSHPD)), City of San Diego, and County of San Diego.
Responsible for implementation of capital projects. Provides administrative oversight for teams of project managers with emphasis on daily operations and functions, ensuring that project progress and completion is within budget and time constraints.
Thorough knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes. Extensive experience, knowledge and demonstrated ability to organize, direct and successfully implement project management and construction activities of a large technically complex capital development program, including the skill to plan, organize, and direct work of professional and administrative staff engaged in physical planning and construction.
Demonstrated ability to read and comprehend legal and technical documents and to draft legal documents for review by counsel. Understanding of construction law, contract requirements and prior experience in preparing and presenting documentation related to construction claims. Track record of avoiding and/or resolving construction damage claims from contracted entities.
Demonstrated technical knowledge of the processes involved with design and construction activities. Knowledge of federal, state and local codes pertaining to design and construction and ability to provide technical advice based on sound understanding of construction principles and practice. Ability to perform general plan checks to identify potential design and construction problems. Knowledge of project constructability and skills to anticipate problems in implementation of design. Ability to apply state and/or federal law, UC Policy and campus policy to the execution of major and minor campus capital improvement projects. Thorough knowledge of California and industry building codes and regulations. Knowledge of Division of State Architect (DSA) and State Fire Marshal (SFM) code and policy requirements.
Thorough financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests. Demonstrated ability to identify problems, develop alternative solutions, make decisions, achieve consensus on a course of action and implement a course of action in a complex, multi-disciplinary environment. Technical knowledge of the processes involved with Architectural design and construction activities.
Skill to effectively negotiate terms, conditions and costs related to design professional contracts and construction change orders.
Thorough knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long range strategic capital projects plans.
Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines.
Excellent skills to lead, direct and manage personnel including selection, training, evaluating and, as required, taking corrective action. Superior judgment, interpersonal communication, leadership, writing, and analytical skills. Strong demonstrated leadership, management and supervisory skills to effectively train and guide staff at all levels, delegate tasks, set performance standards, and evaluate performance. Ability to motivate staff and foster a cooperative working environment.

Ability to effectively present project design and status issues to client groups. Demonstrated ability to work effectively with user departments and be responsive to their ideas and needs.
Demonstrated knowledge to identify, analyze and make recommendations on information system issues.
Expert knowledge and experience with:
o MEDICAL/HEALTH BUILDING TYPES: a broad array of healthcare facilities and their individual building systems, building codes and construction implications including but not limited to hospitals, outpatient facilities, medical offices, research laboratories, office buildings, parking garages, dining facilities, maintenance facilities, and transportation projects.
o ACADEMIC/INSTITUTIONAL ENVIRONMENT: fiscal year planning cycles; state and non-state funding parameters and schedules; academic year planning parameters related to faculty availability; campus committee decision-making procedures; and university organizational structure as relates to project requests, budget allocations, program priorities and strategic resource allocation.
o PROJECT DELIVERY: appropriateness and applicability of utilizing many different delivery methodologies; including understanding of the advantages and disadvantages of each, including but not limited to Pre-Qualified Lump-Sum Low Bid; Construction Manager/General Contractor (CM/GC); Design Build, including traditional and bridging; Multiple-Prime, and Building Information Modeling (BIM) and Integrated Project Delivery Systems methodologies.
o CAPITAL BUDGET CONTROL: oversight of complex budgets for multiple projects, simultaneously, in excess of a billion dollars in the aggregate, with demonstrated ability to monitor, foresee and solve potential problems, develop alternative strategies for avoiding cost overruns and implement changes as needed to deliver projects on budget.
o SUSTAINABILITY: current and emerging best practices for sustainable design in all aspects of site and building applications, including those in the United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) current and proposed building rating systems (New construction, Existing Building, Core And Shell, Commercial Interiors, etc); Labs 21 laboratory rating system, and similar industry standard rating systems
Excellent computer skills and knowledge of various computer software programs including but not limited to MS Office, Outlook, and Project Management software.
Excellent knowledge of Department of Health Care Access and Information (formerly OSHPD) processes and regulations.
DOJ/FBI/DMV background checks and clearances required prior to hire.
