The El Paso VA Health Care System is seeking a board certified Chief of Radiology an directly accountable to the Chief of Staff for program administration and overall compliance with VHA policies and procedures. The Chief will provide administrative and clinical oversight of a comprehensive radiology program that provides patient care to Veterans in the following areas: diagnostic radiology, fluoroscopy, and body imaging (MRI & CT). A Recruitment/Relocation incentive maybe authorized. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Physical Requirements: See outlined below. English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7402(d) and 7407(d). Preferred Experience: Five+ years of administrative/supervisory experience managing multi-disciplinary staff. Experience working in multi-disciplinary teams, with privileges at an outpatient clinic or hospital. Oversees the clinical aspects of the Radiology Service department, including budget and fiscal management, human resource management, strategic planning, and program development, assuring that the clinical and administrative functions are integrated to provide optimum utilization of the available resources. Directly supervises the Program Specialist ADPAC, Administrative Offices, Supervisor of Diagnostic Radiology Technologist, and the administrative and clinical functions of assigned staff Radiologists. The Chief ensures the quality and timeliness of the services provided, customer satisfaction, as well as compliance with standards of accrediting bodies such as the Joint Commission and the Inspector General's Combined Assessment Program. The incumbent ensures appropriate use of available resources and is responsible for inspiring, motivating, and guiding Radiology Service staff in achieving the strategic goals and plans of the service and collaborates with other Service Chiefs and managers in fulfilling their responsibilities. Additional duties include: Oversees radiologic services necessary for patient care to ensure that they are provided in a timely, appropriate and accurate manner; evaluates work flow and production to ensure that all radiologic procedures are done and records are kept in conformance with federal and state laws, VA regulations and accrediting organizations' recommendations; plans and analyzes overall evaluation of Radiology Service workload, work distribution and staffing patterns to effect needed changes to maintain the quality and productivity of the Service; directs the Radiation Safety activities in Radiologic Radiology plans; reviews monthly and quarterly monitors, and formulates steps to correct areas of identified deficiencies or weaknesses; monitors results of external proficiency surveys for all modalities and ensures that appropriate corrective action plans are developed and implemented; evaluates compliance in Radiology Service with the regulations of all inspecting and accrediting agencies and instructs staff on pertinent policies and procedures. Clinical Services - The Chief, Radiology will also function as a provider part-time in their specialty. The incumbent will be responsible for the overall medical care of patients with conditions requiring treatment in their specialty to include consultative, prescriptive, and ordering authority in the outpatient setting. The incumbent ensures the quality and timeliness of the services provided and collaborates with referring providers. Assumes a leadership role in resolving highly complex ethical 2 issues that have an impact on the health care system and/or the Veteran within the organization and/or the community. Equipment and Contracts - Oversees contracts required for the operations of the service and may serve as the Contracting Technical Representative; serves as the liaison between vendors, Engineering, Contracting and Logistics for the purpose of acquiring, maintaining or contracting services and equipment; oversees the selection, acquisition and installation of new and replacement equipment through consultation with the Director's Office, Chief of Staff, Radiologists, equipment vendors and ancillary services. Budget management - As the Operational Manager, the incumbent holds overall responsibility for the expenditures authorized from Radiology fund control points, supervises the maintenance of all required records and supporting documentation for all fund control accounts in the Service, and effectively reviews Radiology expenditures so that future budget projections are accurate, and areas of potential cost containment are identified. Employee performance and training - Oversees work of unit employees while accounting for difficulty and type of work, and capability and responsibility of the employee; advises and counsels subordinate employees on assignments and other administrative issues; evaluates the work performance of subordinate Radiology employees ; provides input to performance evaluations of front line employees in the Radiology Sections. Administrative - This position has delegated authority and is responsible for hearing and resolving complaints and effecting disciplinary measures as necessary. The incumbent is also responsible for developing performance standards and providing input for performance standards for positions within the Radiology Sections. Finally, the incumbent identifies and recommends arrangements for any training needs of subordinates in the sections supervised. Assures lines of communication are open to all employees under his/her area of responsibility. Participates in the development of education programs and staff development models to facilitate career progression and to increase productivity and performance.
