The Chief of Staff (COS) develops and maintains accepted management practices throughout the clinical services; develops and presents the budgetary requirements of the clinical services; assists in the formulation of the annual budget program; and is fully responsible to the medical center director for programs of patient care and for the educational and research activities of the clinical services.
