In partnership with the NWP Medical Director for Utilization Management promotes the practice of evidence-based assessments throughout the NW region. Provides expert-level EBM consulting and process improvement services to UM and Resource Stewardship related to new initiatives. Ensure the evidence basis used by practicing clinicians, support staff, and members to make decisions related to selected drugs, procedures, devices and equipment is grounded in peer reviewed published evidence demonstrating improvements in health outcomes. Maintains currency in the field and represent the NW region on national Kaiser Permanente Interregional Committee.

Major Responsibilities / Essential Functions
Supports leadership in the definition and attainment of organizational goals as they pertain to utilization management and resource stewardship.
Directly and in-directly through others, plans, organizes, directs and contributes toward the overall development of NWP products, equipment, devices, and procedures.
Evidence-Based Medicine Pool - Use HealthConnect inbasket to receiving/respond to physician questions.
Works with UM process and physician leaders to ensure compliance with member rights related to KFHP grievance and appeals.
With others, establishes goals and objectives; assures compliance with administrative, legal and regulatory requirements of the Health Plan Contract and government/accrediting agencies.
Works to develop a culture of evidence based medicine related to the adoption of new medical technologies as well as to assist in the promotion and implementation of evidence based practices within KPNW.
Serve as regional liaison attending meetings of national KP or other EBM expert groups.
Works to develop a culture of evidence based medicine across NWP by supporting physicians with comprehensive evidence synthesis, rapid reviews, policy reviews, horizon scanning and guideline summaries.
Bachelor's degree or equivalent in Healthcare, Public or Business Administration or other related field
Minimum Work Experience
6 years' experience in a social, behavioral, medical or health services setting; various combinations of research training and experience.
3 years' experience in clinical evidence research methodology. 3 years' experience developing and providing the evidence basis for clinical content and clinician decision support tools.
3 years of project management experience
Thorough knowledge in statistical analysis, qualitative and quantitative analysis methods and methodology pertinent to evidence-based medicine.
Expertise in evidence-based medicine including research methodology, evaluation of medical literature, critical appraisal of medical research, generation of evidence tables and balance sheets and development of clinician decision support tools in an active health care setting.
Thorough knowledge of medical and health care issues and health care system operations sufficient to communicate effectively and to collaborate with clinicians and other members of the healthcare team.
Expert ability to present evidence and persuade clinicians to change clinical practice consistent with available evidence.
Excellent written and communication skills. Working knowledge of standard desktop computing software.
High level computer operational skills and thorough knowledge of internet browsers specifically for medical research, such as Cochran, PubMed, AHRQ and ECRI.
Demonstrated ability to lead and manage collaborative multidisciplinary teams through influence and collaboration. Sound judgment, excellent organizational and consulting skills, results oriented.
Excellent project management skills including setting priorities, developing and leading the implementation of work plans, structuring and executing analyses, facilitating group processes, overseeing support staff, and meeting deadlines.
Creative critical thinking, time management and problem solving skills.
Doctoral or Master's Degree in Healthcare, Health Care Administration, Public Health, or Public or Business Administration or other related field
Preferred Work Experience and Qualifications
7+ years' experience in clinical and management including roles in complex, multi-faceted health care system and multi-service provider setting.
5 years in analytical / business consulting
Thorough knowledge of and ability to design new and effective approaches integrating EBM and usability with KPNW strategic goals and objectives.
Working knowledge of medicine and the application of evidence-based medicine in clinical practice.
