The Rehabilitation and Recovery Oriented Services Section Chief is responsible for the Rehabilitation and Recovery Oriented Services in the VACHS and is administratively assigned to the Associate Chief of Staff for Behavioral Health Sciences (BHS). Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and National use. Oversees, manages, and controls the use of data regarding day to day functioning and program inspections and evaluation. The Rehabilitation and Recovery Oriented Services Section Chief administers information and analytical systems to evaluate and enhance the quality of service provided to patients. The Rehabilitation and Recovery Oriented Services Section Chief develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. The Rehabilitation and Recovery Oriented Services Section Chief develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The Rehabilitation and Recovery Oriented Services Section Chief can resolve informal complaints and grievances. The Rehabilitation and Recovery Oriented Services Section Chief performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. In addition, the Rehabilitation and Recovery Oriented Services Section Chief uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The Rehabilitation and Recovery Oriented Services Section Chief performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). The Rehabilitation and Recovery Oriented Services Section Chief performs work related to the review, monitoring, analysis, planning and assessment of various programs and is responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer. The Incumbent must possess in-depth knowledge of rehabilitation and recovery oriented services and sets priorities for the ICMHR, CWT, PRRC and MH Residential Program that are under his/her oversight following the Uniform Mental Health Services Handbooks in the VA Medical Centers and Clinics and in response to new initiatives. Is responsible for keeping up to date with all policies, scopes and handbooks related to his/her area of supervision. This represents not only mastering the information but disseminating it to the staff as appropriate as well as implementing any new program or treatment modality pertinent to the respective area. Manages, reviews, and generates data reports (e.g. clinic utilization, caseload, productivity, and performance measures, etc.) for each of the programs as requested and/or needed for operational decisions. Ensures that Program Managers supervised by him/her perform the quarterly monitoring activities for measuring provider's productivity, provider's labor mapping assignment according to current VHA policy, development of plans for adjusting provider productivity and staffing, timeliness of care, and patient access, as needed. Ensures that Program Managers review clinic profiles on a regular basis and update them as appropriate. The Rehabilitation and Recovery Oriented Services Section Chief provides oversight that all Veterans receiving treatment in our Behavioral Health Programs (other than brief consultation) have an assigned a Mental Health Treatment Coordinator. Develops backlog reduction plans when delay is occurring, and supply is equal to or less than demand. Supervises, manages, and directs the work of Program Managers of all rehabilitation and recovery program to accomplish program goals and objectives. Is responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN and VACO, ensuring compliance with the accreditation standards relevant to each program under his/her management and in response to accrediting bodies such as Joint Commission, CARF, OMHO and OIG. Actively works in collaboration with the ACOS BHS, Program Managers and other behavioral health leadership in fostering compliance with VA performance measures and VHA organization goals. The Psychiatrist in this position will be responsible for assessing and modifying work operations to new and changing program requirements regarding staffing, budget, and performance expectations. Responsible for the development and oversight of the programs' performance improvement activities SAIL and ORYX action plans and redesign projects.
