LOCATION: HEALTH PLAN SERVICES (600W JACKSON BLVD, CHICAGO, IL 60601)
The Senior Manager of Enrollment is responsible for establishing policies, procedures, and operational practices to encourage enrollment into the Cook County Health & Hospitals System (CCHHS) sponsored managed care plan, County Care and to devise and implement strategies to retain and grow membership.
This position is exempt from Career Service under the CCHHS Personnel Rules.
Oversee and direct the activities of the contractors, TPA, and vendors, who interface with members.
Anticipate and identify problems related to outreach, marketing and enrollment activities. Issues may include situations where policy or procedures are incompatible with System goals, ineffective or inefficient in building and maintaining patient enrollment.
Closely monitor contractor duties to ensure contract compliance and contractor commitment to assuring all activities are performed in a manner to enhance the patient experience and to assure patient satisfaction consistent with CCHHS health plan policies and operational procedures and standards.
Monitor activity measures and performance indicator reports from contractors. Identify accomplishments and areas of concern. Meet regularly with contractor leadership to discuss successes, problem areas and contract compliance with an eye to continuous improvement.
Implement retention and growth strategies within a managed care health plan.
Identify and report to CCHHS and CountyCare leadership patient and member satisfaction concerns.
Facilitate redetermination events with partners, providers, and vendors.
Bachelor's degree from accredited college or university. (Must provide official transcripts at time of interview)
Seven (7) years of total experience in a health care or government, environment
Two (2) years or more experience related to Medicaid eligibility policy, health plan outreach, or enrollment procedures
Three (3) years in Medicaid Managed Care
Three (3) years managing direct r e ports
Two (2) years of experience managing TPAs and vendors
Experience with planning and quality improvement practices in business operational areas
Experienc e in anticipating and identifying issues and developing and/or implementing creative solutions related to complex administrative processes
Intermediate proficiency with Microsoft Office (Word, Excel, Access, PowerPoint, etc.)
Experience with member services and or patient satisfaction quality and process improvement projects is preferred
Formal training in quality and process improvement methods is preferred
When applying for employment with the Cook County Health & Hospitals System, preference is given to honorably discharged Veterans who have served in the Armed Forces of the United States for not less than 6 months of continuous service
