The Veterans Health Care System of the Ozarks is actively recruiting applicants for the Chief of Staff located at Fayetteville, Arkansas. Work Schedule: Monday through Friday 8:00 a.m. to 4:30 p.m. or as needed Due to the nature of this leadership position, it is expected that working hours could be extended beyond the normal tour of duty and it is expected be available 24/7 as well as holidays and weekends if needed. Clinical Competence: Utilize assessment skills to examine patients thoroughly using appropriate clinical, laboratory and other pertinent data when necessary. Interpret and evaluates clinical data for the purpose of determining diagnosis and clinical status. Initiates appropriate and timely treatment. Recognizes changes in behavior, symptoms, signs, and other pertinent facts about the patient and is able to modify the plan of treatment when indicated. Recognizes own capabilities and limitations. Acts quickly in recognizing emergency situations and taking timely necessary action. Maintains confidentiality of patients and relatives through competence and interpersonal skills. Develops and maintains currently accepted clinical and management practices throughout clinical services. Demonstrates the ability to recognize the need for consultation to other facility specialty areas and approves and authorizes the transfer of patients to other facility specialties. Ensures all clinical staff including medical staff complete the medical records in a timely manner per medical center regulations. Complies with Medical Staff bylaws and Chairs monthly Medical Executive Council and other clinical committees that have oversight over clinical functions. Falls under the Executive Career Field Performance Plan, requiring interim and annual evaluations by the Medical Center Director. Educational Competence: Teaching and Monitoring: Serves as a mentor for medical staff providers, independent Licensed Independent Practitioners, and Resident staff. Directs, authorizes and on occasion is involved in planning of educational activities to meet the Performance Measures, Joint Commission, CARF Standards and requirements of the VHA, VISN and the medical center. Coordination of Educational Programs: With Deputy Chief of Staff Assistance, evaluates the needs of the staff for continuing educational activities and ensures all mandatory educational requirements are met by the Services who organizationally fall under the Chief of Staff's responsibility. Research and Development: Fully responsible for the educational and research activities of clinical services and the healthcare system. Encourages staff to identify research and development problems - select, develop, and conduct literature search on researchable problems that are relevant to the health care of veterans and have a reasonable expectation of successful conclusion. Encourages staff to plan and execute Research and Development Programs. Encourages staff to report and prepare publications through presentations at professional meeting and consider preparing results in recognized scientific journals. Oversees the functions and operations of the Research and Development program. Administrative Competence: Supervisory Ability: Assures excellent standards of patient care. Directs and implements processes and programs to maintain accreditation and other standards. Interacts effectively with the professional schools and the medical community. Adequately supervises Chiefs of Services and others under the authority of the Chief of Staff. Ensures chart reviews are completed and corrective action is taken. Provides effective planning and collaborates and coordinates with other professional, technical and administrative staff throughout the medical center. Serves effectively as a member of the medical center PENTAD, and is a leader or member of committees, boards, surveys and audits for the medical center. As a Program/Project Planner - Demonstrates ability to lead, direct, plan, organize, coordinate the administrative, clinical, educational and research programs for this healthcare system as developed for both short and long-range goals. Develops and implements policies and decision-making processes that enhances accessibility for Veterans. Ensures Service Chiefs to do the same. Implements programs to recognize staff and takes steps to improve recruitment, retention, and morale of Medical Staff and other staff organizationally aligned under the Chief of Staff. Encourages all staff working under his/her line of authority to work and cooperate as one united team in an effort to provide exceptional patient care. Responsible for the overall success of all clinical programs, to include assessing the effectiveness of medical programs in meeting the needs of the patients. Develops and presents budgetary requirements of the clinical services and assists in the formation of the annual budget program. Must possess a broad knowledge and understanding of health care policies, operating program, performance improvement activities, overall quality of patient care, and experience in developing and/or expanding residency programs. Provides administrative and programmatic leadership for the research and education programs and takes an active role as an Executive Leadership team member in defining and accomplishing the Medical Center's mission and goals
