PRIMARY FUNCTION: This position will provide effective leadership and operation of the Supply Chain Strategic Sourcing, Purchasing, Value Analysis, Analytics and Data Management departments. The Corporate Director will oversee the strategy related to ChristianaCare's regional Group Purchasing Organization (GPO), Clinergy, along with the national GPO to create a clinician led contracting structure resulting in a value contract portfolio while obtaining targeted savings. This position will also oversee the operational processes of implementation of the contracts through data management integrity, Value Analysis and Purchasing and have responsibility for the development and administration of all policies and procedures that contribute to the accomplishment of our annual Strategic Goals and Objectives. PRINCIPAL DUTIES AND RESPONSIBILITIES: - Leads the overall contracting and procurement services vision, strategies and direction for the supply chain organization.
- Responsible for the contracting and negotiation of all supply, service and equipment purchases with suppliers, including cost containment and savings considerations through contract bids and negotiations. Provide interpretation including appropriateness of expenditures, contracts, contract requirements, extension requirements and changes in contracting policies and procedures.
- Responsible for obtaining targeted annual contract savings.
- Responsible for the oversight of an effective value analysis process for medical supply decision-making. This program has responsibility for reviewing and approving the use and procurement of safe, effective products and services that meet clinical and operational needs. Collaborates with physician and executive leaders to administer this program.
- Responsible for the data management, integrity and implementation of contracts for accurate pricing through ERP transactions.
- Responsible for Supply Chain analytics for new contract opportunities, trends and savings, along with physician utilization trends.
- Responsible for supply expense to revenue recognition matching.
- Leads research and development of new supply chain delivery models that operationally integrate into initiatives that align payment with high quality, cost effective care as applicable.
- Direct accountability for delivery of innovative supply chain solutions that supports high quality and cost-effective health care.
- Creates a supportive environment for supply chain staff development and the delivery of supply chain solutions.
- Manages employee performance planning, succession planning, career development and feedback.
- Provides direction, expertise, and consultation to supply chain staff. Assures that qualified personnel are selected, and that management training and development needs are adequate. Assures that the duties, responsibilities, and authority of each job position are clearly defined, appropriate, and communicated to all staff.
- Collaborates with department heads and System Leadership within CCHS to determine product and service needs. Develops and implements programs and operating procedures to assure that those needs are met.
- Collaborates with Information Technology Services (ITS) to evaluate, design and implement Supply Chain supporting technologies.
- Acts as a supply chain business advisor to senior leadership.
- Ensures that CCHS values, policies, and programs are consistently practiced.
- Assures effective communications are maintained with areas of responsibility and coordination among service lines and senior system leadership.
- Consults with all segments of management responsible for policy or action. Develops, recommends and implements policy and procedures for improving the effectiveness of supply chain services.
- Establishes and maintains effective relationships with vendors, and other suppliers of goods, services, and equipment to Christiana Care.
- Keeps abreast of current trends and practices in the field of supply chain services/purchasing and new technologies
- Performs assigned work safely, adhering to established departmental safety rules and practices; reports to supervisor, in a timely manner, any unsafe activities, conditions, hazards, or safety violations that may cause injury to oneself, other employees, patients and visitors.

EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor's degree required. MBA strongly preferred Ten years relevant experience required. An equivalent combination of education and experience may be substituted. Must have Group Purchasing experience Must have extensive Physician Preference Item contracting experience Extensive knowledge of all aspects of supply chain operations. Must demonstrate ability to lead and manage significant change and clinical and business operations transformation activities. Ability to create, monitor and execute on overall strategy. |
