This position is exempt from Career Service under the CCH Personnel Rules.
* Manages, supervises and evaluates the Project Coordinator, Case Investigator Supervisor, Case Investigators/Team Leads and Contact Tracers for the CCH/CDPH contact tracing initiative and mobile testing unit.
* Serves as the primary technical consultant for the COVID-19 Contact Tracing Program in the areas of surveillance, disease reporting, outbreak detection, outbreak control, epidemiology, statistics and data management, and use of the disease surveillance systems (INEDSS and Salesforce).
* Oversees the collection, analysis and report generation of data from COVID-19 surveillance activities and outbreak investigations using category-specific rates, risk adjustment, tests of significance and other epidemiologic methodologies as necessary. Conducts rate comparisons between and within groups; evaluates differences in rates and demographic characteristics using standard statistical methods.
* Monitors syndromic surveillance data for clusters of COVID-19 as well as data for quality and consistency. Supports surveillance activities to improve contact tracing data.
* Creates regular surveillance reports for COVID-19 supporting the assigned jurisdiction, as directed.
* Leads the preparation and completion of outbreak response system (ORS) reports for COVID-19 outbreaks for the Chicago Department of Public Health.
* Reviews assigned cases daily with the Case Investigation Supervisors including contact tracing and notification outcomes and employer notification outcomes.
* Enforces all policies, procedures, protocols, and ensures effectiveness and efficiency of case investigations and contact tracing across all teams.
* Ensures relevant documentation is completed for the initiative to assess individual, program components or initiative needs and progress.
* Ensures confidential information is handled and maintained with discretion and professionalism across all teams.
* Monitors daily and weekly progress of all teams, including number of cases investigated, contacts tracked, and numbers referred for social service assessment.
* Identifies quality and performance improvement opportunities and implements strategies with case investigation supervisors and teams to improve overall program operations.
* Escalates any issues, as needed, for further resolution as necessary.
* Completes all training requirements and participates in on-going technical and professional development trainings to strengthen skills throughout the project period to enhance the program's effectiveness.
* Attends and participates in meetings as required.
* Performs other duties as assigned.
* Master's Degree in Public Health from an accredited college or university
* Three (3) years of supervisory and/or managerial experience
* Three (3) years of experience in communicable diseases in a public health or healthcare setting
* Prior work experience in a union environment
* Experience and knowledge working with diverse communities and underserved populations
* Intermediate proficiency in Microsoft Office
* Must wear personal protective equipment as required
* Must be able to work flexible hours outside of a usual day shift schedule that may include evenings and weekends
* Position may require moderate travel for which the employee must have a valid driver's license/insured vehicle or other equivalent means of transportation for work
* One (1) experience working in healthcare or public health initiatives
