This position reports directly to the Chief Program Officer (CPO) and provides oversight of all direct service programs related to the New York State Office of Mental Health licensed clinics and RESTART program, ensuring programs maintain high quality standards, meet target outcomes, goals and objectives, and comply with applicable local, state and/or federal regulations, statutes and / or guidelines. This position also sits on the Agency leadership team and works in conjunction with leadership team on agency-wide issues including program development and oversight, strategic planning, and budget oversight.
Candidate must have an advanced degree in the field of social work, mental health counseling, or related field with the relevant license/certification. Candidate must have a minimum six years post Master’s professional direct practice experience, including 3 years supervisory and leadership experience in a behavioral health treatment, rehabilitation, or related healthcare setting. The successful candidate must have exemplary organizational and budget management skills, and a demonstrated ability to build and maintain positive relationships with all levels of clinical and operational staff. This position will work in close cooperation with the Director of Operations and other key Agency staff to ensure efficiency and fiscal sustainability of all behavioral health services.
Directly supervises clinic directors and the Coordinator of Community Clinical Services regarding community services and related program.
Clinical Program Management
Ensures that direct services are of the highest quality possible (within the resources available), are client centered and provide optimal outcomes through the use of state-of-the-art interventions.
In cooperation with the Chief Financial Officer and Director of Operations, ensures that services operate in a highly cost effective manner and meet budget projections.
Provides ongoing assessment of service area needs and recommends changes in services as appropriate. If approved, develops services with the support of the CPO and Senior Leadership.
Participate in strategic planning, program development, program expansion, and project management for behavioral health and related program services.
Assists with the professional development of program staff including coordination of clinical staff training program. Includes maintaining training schedules and providing annual trainings. Coordinates HVMH student program in conjunction with HR.
In conjunction with the Director of Operations makes suggestions and recommendations for changes to Electronic Health Records system as they relate to clinical components of the system.
Oversight of value based payment initiatives as they pertain to clinical services and outcomes related to behavioral health, health, and social determinants of health. Close relationship with V.P of Community Based Programs to ensure integration of services.
Work to help the agency and services adapt to changes in behavioral health and healthcare to successfully transition to managed care and value based payment systems.
Ensures that clinical staff have the resources they need to achieve productivity targets, that clinic directors and clinical supervisors have the management and supervisory tools to help clinical staff achieve such targets, and that productivity targets are achieved.
In conjunction with the CPO and Chief Executive Officer (CEO) engage with the Independent Practice Association (IPA) (Coordinated Behavioral Health Services – CBHS) in committees, workgroups, and initiatives.
Responsible for developing and overseeing community-based and offsite programming including Home & Community Based Services (HCBS) and other offsite services
Act as liaison with other organizations, community groups, regulatory bodies, and key stakeholders to maintain good relations and advocate for clients, staff, and agency services.
Works closely with the CPO, CEO, & Director of Operations to develop strategic / business plans and key performance indicators for each of the programs—including quality / outcome measures.
Develops and oversees a program of Continuous Quality Improvement for each of the programs / service groups. Coordinates the development and implementation of quality improvement initiatives. Chairs related committee.
Under the guidance of the Director of Operations ensures that programs / services comply clinically with all relevant regulatory, licensing and credentialing requirements—including program compliance with internal policies, procedures and processes; oversees clinical incident reporting, investigation and review process and other internal and external compliance requirements as appropriate; works closely with the Director of Operations to coordinate these efforts.
Under the guidance of Director of Operations ensures clinical compliance with New York State Office of Mental Health (OMH) standards and clinical compliance with the Office of Medicaid Inspector General (OMIG) guidelines.
Attends and actively participates in Leadership Team Meetings; attends service / program team meetings as appropriate.
Completes all work and reporting functions on time.

Makes periodic reports to the Board of Directors as requested by the CPO &/or CEO.
In conjunction with Director of Operations, monitors and ensures timely filing of all reports to maintain compliance with regulatory guidelines, County contract requirements and fiscal standards.
Occasional - reaching, stooping, kneeling, crouching or crawling.
Work Environment – Majority of time is office setting, occasionally on clinical sites, in the community, and travel to offsite meetings and events
