The Senior Technical Advisor, Quality of Care is responsible for developing evidence-based strategies to improve comprehensive abortion care and providing technical assistance to Ipas country programs. This position works within the Technical Excellence Department and works in partnership with Ipas country programs, external technical agencies, professional organizations and Ministries of Health to develop and disseminate best practices and support health systems strengthening in low resource settings. The Senior Technical Advisor provides technical assistance to Ipas Country Programs, particularly in Asia, and develops minimum standards and guidance for Quality of Care at Ipas. The Technical Excellence Department promotes the United Nation’s vision of the Right to Health through promoting the AAAQ (Availability, Accessibility, Acceptability, Quality) approach to improving quality of care.
TECHNICAL ASSISTANCE and LEADERSHIP Provides strategic technical assistance and promotes standards related to quality of care within Ipas programs Reviews and synthesizes published evidence from the global reproductive health and quality of care fields to improve abortion-related health outcomes through Ipas country programs, in partnership with Ministries of Health Supports the implementation of clinical compliance policies and programmatic standards related to Quality of Care to improve health outcomes through Ipas interventions; Reviews and analyzes Ipas interventions in comprehensive reproductive health and contributes to the field through publications and external presentations Supports knowledge sharing and exchange of best practices to foster quality of care through technical networks, regional platforms and cross-country exchanges Supports and disseminates the documentation of programmatic innovations and best practices to inform Ipas’s work and the greater sexual and reproductive health field Provides need-based technical assistance to Ipas programs to design, implement and evaluate quality improvement programs; particularly in Asia Supports the review, analysis and use of data for program improvement Models adult learning techniques, and effective training approaches to enhance the technical capacity of Ipas Country Program staff, trainers, and clinical mentors Supports documentation of Ipas interventions to reduce maternal mortality and morbidity, field innovations and evidence generation through implementation science Provides strategic technical input in proposal design and reports Identifies gaps and works to build local capacity to implement quality programs Supports local technical capacity to conduct workshops and monitoring within Ipas programmatic and clinical guidelines

MINIMUM Advanced degree in relevant discipline (MPH; MSc; MSW; CNM; MEd or equivalent); 8 + years relevant experience; Demonstrated leadership, strategic planning and technical support skills in technical areas; Effective adult-learning training skills; Experience working in health systems in low resource settings Excellent communication and writing skills; International development experience and expertise; Cross-cultural communication skills; Facile with computers and technology; Ability to represent Ipas externally, including communications and negotiations with partners; Ability to travel 20% PREFERRED Experience working within health care systems in South Asia; preferably within multiple settings internationally
